PURPOSE: A method for controlling an RLC capability of a user equipment(UE) in a universal terrestrial radio access network(UTRAN) is provided to prevent the loss of data and stably operate the protocol between each other by exactly considering the RLC capability of the UE by the UTRAN. CONSTITUTION: A method for controlling an RLC capability of a UE in a UTRAN, which includes the UE, a base station, a control station and a control station manager for controlling the control station, includes the steps of: transmitting capability information of the UE from the UE to the UTRAN; storing the transmitted information at the UTRAN; and determining the size of transmitting and receiving window and the size of protocol data unit(PDU) based on the header size of AMD PDU or the size of a retransmission buffer(103) at a transmitting side when a new radio bearer(RB) is set.
