PROBLEM TO BE SOLVED: To provide a network quality management method that collects quality information for each call of communication not excellent in voice quality and interrupts the speech. SOLUTION: A quality management packet generating section 21 generates a Ping packet and a Trace Route packet and transmits them together with a voice packet to a communication terminal. A quality management packet analysis section 26 generates quality information for each communication call on the basis of the Ping packet and the Trace Route packet looped back from the communication terminal, RR(Receiver Report) and SR(Sender Report) packets received from the communication terminal, the number of transmitted packets counted by a transmission packet number count section 23, and the result of measurement by a voice packet quality measurement section 25. A quality/path amplifier section 28 stores and manages an output from a quality discrimination section 27 when the section 27 discriminates that the quality is less than reference quantity, and instructs transmission of a communication connection interruption signal to a packet transmission circuit control section 22 and a channel signal transmission circuit control section 14 to interrupt the speech.
