PROBLEM TO BE SOLVED: To complete the number of samples per scanning line to a prescribed number in an entry that can not maintain the number of samples per scanning line to the prescribed number. SOLUTION: This device is provided with a synchronization generating part for generating various timing signal including a clock signal from an input signal, a signal processing part for processing pixel data subjected to A/D conversion on the basis of the timing signal generated by the synchronization generating part, a buffer for inputting and storing the processed data, an input processing timing generating part for generating address data representing the horizontal pixel position and scanning line position of a pixel stored in the buffer according to the signal from the synchronization generating part, an output timing generating part for generating address data representing a horizontal position and a scanning line position from the clock signal and reading the pixel in the buffer, and a timing attaching device which is controlled by the output timing generating part, processes buffer read data and constructs a digital video frame coinciding with a digital video signal standard.
