PROBLEM TO BE SOLVED: To improve the safety of movement by surely grasping the moving states of respective moving bodies such as vehicles and walkers and mutually informing of the moving states. SOLUTION: Respective portable telephones 11a, 11b, 11c calculate their current positions based on time information received from a plurality of (three e.g.) base stations A, GPS signals received from an artificial satellite and DGPS signals received from proper base stations and transmit the positional information to an information server 12. The server 12 receiving the positional information calculates current values and predictive values concerned with the moving directions, moving speeds and moving accelerations of respective portable telephones 11a, 11b, 11c, generates alarm information to respective portable telephones 11a, 11b, 11c having the possibility of mutual crossing within prescribed time (3 sec e.g.) based on these predictive values and transmits the alarm information to respective portable telephones 11a, 11b, 11c having the possibility of mutual crossing through a server side communication part 31.
