A first video reception processing apparatus (11) or a second video reception processing apparatus (12) serves as a parent station and an apparatus which has become the parent station monitors via a network, transmission processing apparatuses (video transmission processing apparatuses (15, 16, 17, 18) which are child stations. When a video apparatus connected to the video transmission processing apparatuses (15, 16, 17, 18) transmits a digital signal, communication is performed between a parent station and a child station so as to adjust the rate of the transmission band so that a necessary number of contents can be transferred.
