A substrate has annular-shaped coils (13) at shaft hole circumference in equal intervals, an inductive element (14) and a drive element. Two rotors and permanent magnets (21a,21b) formed corresponding to the annular coils are provided on upper and lower sides of the substrate respectively. A center shaft (3) is provided to one of the rotors for pivotally supporting the substrate to rotate at shaft hole.
