Outer cylinder (11), connected to shaft (1), is formed from magnetic shielding material and includes a pattern of windows (21a-21d) which are in line with similar non-magnetic windows (22a-22d) in inner cylinder 12), connected to a second shaft (2) and formed from magnetic material. Interaction of the two sets of windows as their associated shafts rotate produces a magnetic field varying with their relative position that can be detected by associated coils (10a-10b).
