PROBLEM TO BE SOLVED: To provide a structure of organic matter decomposition catalysts capable of decomposing only organic mater to be decomposed such as a foul odor when an organic material is used in the structure or at the contact parts of the organic matter decomposition catalysts and the structure and to provide a production method and a device. SOLUTION: In the structure of organic matter decomposition catalysts obtained by combining the organic matter decomposition catalysts which decompose organic matter through an organic material, the organic matter decomposition catalysts are kept in non-contact with the organic material. In a device in which organic matter decomposition catalysts are held with an organic material, the organic matter decomposition catalysts are kept in non-contact with the organic material.
