PROBLEM TO BE SOLVED: To provide a conical or spindle-shaped wave coil spring with the coil diameters changed for each turn of the coil, and a manufacturing method and a manufacturing device thereof. SOLUTION: The wave coil spring in which a strip-like metal leaf spring is coiled in the width direction of a sheet and a continuous wave is formed on a coil sheet surface is formed into a conical shape or a spindle shape in a multi-layered coil so that the coil diameter is changed at least for each turn of the coil, and apexes of the ridge and the valley of the wave are agreed with each other. In the manufacturing method thereof in which the strip-like metal leaf spring is coiled in the width direction of the sheet, and the continuous coil is formed on a coil sheet surface, drive units of a coil forming part and a wave forming part are computer-controlled so that the coil diameter is changed at least for each turn while forming the coil, and the shape is changed to the wave of the ridges and the size corresponding to the change in the coil diameter on the coil sheet surface.
