PROBLEM TO BE SOLVED: To provide an electronic watermark information embedding device that can effectively prevent elimination of electronic watermark information and to provide an electronic watermark information reproducing device and a recording medium. SOLUTION: A program generator 15 generates a program code with a structure divided into a plurality of cells. A data arrangement revision device 16 replaces sequence of the cells based on a code word from a program start execution information generator 13. The program codes whose cell arrangement is revised are recorded on a recording medium 18 in succession to embedding data obtained resulting from embedding copyright information and program start execution information as electronic watermark information to icon image electronic data from an electronic watermark mixer 14. When the copyright information is deleted at reproduction, since the program start execution information is eliminated altogether, the cells cannot be started in the original sequence.
