SOLUTION: A person 1 carrying a heart pacemaker possesses an operation controller 3 spaced apart by a specified distance from the heart pacemaker 2 and transmits a specified operation control signal every specified period with a specified transmission power using a radio wave of a specified frequency thus providing an operation control region 4 in the neighborhood. A mobile communication terminal A5 receives an operation control signal transmitted from the operation controller 3, performs its own operation control based on the received operation control signal and does transmit radio wave when it is located in the operation control region 4.
