PROBLEM TO BE SOLVED: To provide a system for creation of digital contents suitable for preventing loss of a layout intended by a designer and also having a high degree of flexibility in an order of publication of information. SOLUTION: In the system, a layout definition file defines a layout situation of a first and second information storage frames with overlaying a part of the frames in a layout area 360. Storing publishing information into a plurality of the frames with referring to the file creates digital contents. When storing the publishing information into the frames, a form and position of the first frame are decided based on the information amount of the publishing information to be stored into the first frame among the plurality of the frames, a form and position of the second frame overlaid on the first frame among the plurality of the frames are decided based on the decided form and position.
