PROBLEM TO BE SOLVED: To perform capsulation of a plurality of DRMs by designating contents utilizing conditions in a common description and also to enhance safety and utility in use of the plurality of the DRMs by transferring a protecting function and an utilizing condition controlling function not supported by a first DRM to the following DRM even though distributed contents are distributed by changing to the contents using different DRM by means of a DRM system having certain functions. SOLUTION: Capsulation of the plurality of the DRMs is performed by designating a contents condition in a common description so that a conversion rule between description of a common form of an utilizing condition in each DRM method and a description method of a specific utilizing condition of respective DRM methods is given. Further, certain DRM not corresponding to an utilizing condition among the utilizing conditions specified by suppliers of contents or copyrighters is provided with an extension domain within the DRM, and disappearance of the utilizing conditions caused by capacity shortage of the DRM is prevented by describing its utilizing conditions.
