PROBLEM TO BE SOLVED: To prevent the utilization of personal information being not contemplated by a user in a system requiring the personal information for providing services. SOLUTION: When an IC card 10 accumulating personal information and utilization condition thereof are connected with a service system 30, a service reception processing means 32 determines whether the usable personal information being presented by the IC card 10 satisfies information necessary for service executive operation. When satisfied, a reception ID is written in the IC card 10 in correspondence with service request from the user. Also, the personal information and service request are passed to a service executive operation means 33 to execute service processing. Execution results of the service processing are output to the IC card 10 including the reception ID from the service provision processing means 34.
