PROBLEM TO BE SOLVED: To provide emergency report device/method for more securely transmitting an emergency report compared to a case when a radio transmission/ reception means corresponding to one type of portable telephone network is disposed by installing the radio transmission/reception means corresponding to various types of portable telephone networks, selecting the portable telephone set of higher electric field intensity and transmitting information at the time of emergency, when an accident occurs. SOLUTION: The device is provided with a PDC radio transmission/reception part 21, a W-CDMA radio transmission/reception part 23, an electric field intensity detection part 22 detecting the electric field intensity of the PDC system portable telephone network, an electric field intensity detection part 24 detecting the electric field intensity of the W-CDMA system portable telephone network, a detection level comparison circuit 25 confirming whether the electric field intensity of a W-CDMA side or a PDC side is a prescribed level or above and an emergency information transmission part 27 making a call through the portable telephone network of the W-CDMA system or the PDC system and transmitting emergency information when intensity is judged to be not less than the prescribed level.
