PROBLEM TO BE SOLVED: To provide a voice communication system, in which an end user can perform voice communication with a quality as high as possible and a communication network can be efficiently utilized. SOLUTION: A headend holds encoding definition information, in which a plurality of specified dial information are made correspondent to a plurality of encoding methods, and when starting voice communication by a telephone set, one of a plurality of specific dial information is dialed. On the basis of this dialed specified dial information, a specific method for encoding voices is selected by referring to the held encoding definition information and this selected encoding method is used for a cable modem and a voice gateway.
