PROBLEM TO BE SOLVED: To provide a heating roll and a fixing device, capable of evenly heating around the heating entire roll circumference and preventing the uneven fixing, even if the heating roll has plural heating means. SOLUTION: The heating roll has a heating roll body and plural heating means mounted inside the heating roll body, and the heating means with the largest heat generation quantity among the plural heating means is disposed nearer to the center of the heating roll body than to other heating means.
