PROBLEM TO BE SOLVED: To reliably judge that a user carrying an apparatus body is in a train, and to automatically change a local apparatus to a travel mode based on the judgment. SOLUTION: In a cellular phone, a GPS receiver for positioning the coordinates of an own position (latitude and longitude) is provided, station position and route map data are provided at a memory section, and railroad route information including mode-switching information is stored. A control circuit judges whether the user having the local apparatus is in the train or not, and automatically changes mode setting to a train travel mode such as power-off, radio wave transmission prohibition mode, and manner mode when it is judged that the user is in the train. When it is judged that the user is in the train, based on the railroad route information and positioned location, a state where the own apparatus is stopped near a station is detected. After that, when a state where the own apparatus has traveled speedily along a route is detected, it is judged that the user is in the train.
