PROBLEM TO BE SOLVED: To simultaneously transmit plural systems of voice signals with video signal, even when using a digital communication line of a prescribed transmission capacity. SOLUTION: A transmitter 1 receives a line establishment request, including a selection request command from a receiver 7 via an ISDN by a terminal adapter part 3, and selects and encodes/multiplies one system of video signal and the plural systems of voice signals, based on the selection request command by an encoding/multiplexing part 2, and transmits it from the terminal adapter part 3 to the receiver 7.
