PROBLEM TO BE SOLVED: To provide a congestion detector with which conditions to a congestion can be exactly detected under the transmission control of a common line signal system without using any special circuit. SOLUTION: A common line control processor 11 sends a control signal for exchange control to a common line controller 141 or the like. When this signal is received, the common line controller 141 sends a control signal 29 from a common line signal transmitting part 25 while buffering an excessive component in a transmission queue 24. A microprocessor 21 periodically checks the number of control signals in the transmission queue 24 and reports an average value thereof to the common line control processor 11 at the interval of a prescribed monitor term T longer than the cycle of the above periodical checking. When the reported value is larger than a prescribed congestion state value, the common line control processor 11 suppresses the transmission of the control signal to the common line controller 141 and when the reported value becomes a congestion release value lower than the suppressed value, this suppression is released.
