PROBLEM TO BE SOLVED: To provide a long-life electric field electron emission type surge- absorbing element capable of setting the operating voltage low and effectively preventing sputtering in the emission of electrons. SOLUTION: In the electric field electron emission type surge-absorbing element 10, a first circuit board element 12 and a second circuit board member 14, which are formed of n-type semiconductor, are disposed opposite to each other and closed air-tightly via a frame-shaped oxide film 16 to form an envelope 18. The inside of the envelope 18 is under high vacuum state, and a recess 19 with a prescribed depth is formed along the frame-shaped oxide film 16 on the peripheral rim of opposite surfaces of the two circuit board members; an evaporation film 21 is attached to the bottom of the recess 19 to make a first electron emission part 22; in addition, an oxide film 20 is attached to the surface of the opposite side where the recess 19 is not formed, and the evaporation film 21 is attached to the surface of the oxide film 20 to make a second electron emission part 23. Furthermore, a first discharging gap X and a second discharging gap Y are formed, and the length of the discharging gap Y is set smaller than the length of the first discharging gap X.
