SOLUTION: The information receiver of this invention is provided with a means that receives broadcasting information data, a means that transmits request information to a transmitter side, a means that receives key data to interpret information sent from the transmitter side in response to the request information, a means that descrambles the received data broadcasting information data, and a means that downloads the descrambled information data and transfers the data to the portable information terminal.
