PROBLEM TO BE SOLVED: To provide a method for forming a photovoltaic element using the formation method of a silicon layer for forming a silicon layer that is orientated in a specific orientation even on a metal substrate, and to provide the formed photovoltaic element and a semiconductor element. SOLUTION: The formation method of the photovoltaic element includes a process for forming a silicon-based thin film on a metal substrate that is introduced into a vacuum container using the high-frequency plasma CVD method, and a process for depositing a silicon layer on the silicon-based thin film by the liquid-phase growth method by bringing the metal substrate where the silicon-based thin film is formed into contact with supersaturation solution that is created by dissolving silicon into metal solvent.
