PROBLEM TO BE SOLVED: To attain high-reliable voltage compensation by obtaining a high- reliable and favorable compensation target voltage in a voltage fluctuation compensation device that suppresses the fluctuation of a voltage applied to a load by monitoring the amount a voltage decreased from a compensation target voltage in a system voltage and by means of feed control based on the monitoring. SOLUTION: A phase synchronizing signal 520 is obtained from the system voltage 510: the average frequency 522 of the system voltage 510 during a prescribed period in the latest past is detected; a one-cycle sine wave having an output amplitude of the system voltage 510 at a normal time is generated using the average frequency 522 every the generation of the phase synchronizing signal 520 and, when the phase synchronizing signal 520 is not obtained, a immediately preceding sine wave is consecutively generated; and the voltage of this sine wave is made to be the compensation target voltage 540.
