PROBLEM TO BE SOLVED: To prevent a short circuit plug from being pulled out between electrode pairs with a main circuit closed. SOLUTION: When opening a main circuit, a lock member 30 is released from a case 10 and the short circuit plug 20 so as to open the main circuit by an opening operation of a relay (switching means) and then the short circuit plug 20 is pulled out to cut off the energization between electrode pair 17. The operation of the lock member 30 for opening the main circuit and the next operation of the short circuit plug 20 for cutting off the energization between the electrodes are performed by two actions so that, even if there is a time lag in the opening operation of the relay, the short circuit plug 20 is pulled out after opening of the main circuit.
