PROBLEM TO BE SOLVED: To enhance communication efficiency by preventing unnecessary switching of communication system thereby decreasing the number of times of executing a connection control procedure. SOLUTION: A control section 22 normally performs data communication while switching a circuit exchange communicating section 14 and a packet exchange communicating section 15 based on the traffic. Upon receiving a designation for fixing packet exchange or a designation for fixing circuit exchange on a key unit 18 by a user, the control section 22 performs data communication using the circuit exchange communicating section 14 or the packet exchange communicating section 15 corresponding to a specified communication system fixedly.
