PROBLEM TO BE SOLVED: To provide a plasma display panel, its manufacturing method and a plasma display device capable of generating a high contrast and reducing the power consumption by favorably reducing the hold voltage and the discharge start voltage. SOLUTION: A bulkhead 9 in the form of parallel crosses is installed to partition display cells, and each cell is isolated perfectly from adjoining cells. Bus electrodes 5 and 6 are installed in such a way as overlapping on a transparent electrode 103 and a common electrode 104, respectively, and consist of a laminate, for example of a white thin film 7 of Ag and a black thin film 8 of RuO2 . A scanning electrode 15 is configured with the transparent electrode 103 and the bus electrode 5 while a common electrode 16 is configured with the transparent electrode 104 and the bus electrode 6. Within one display cell, the bus electrodes 5 and 6 are located nearest to the surface discharge gap of the transparent electrodes 103 and 104. Therefore, the priming discharge is generated only in the neighbourhood of the discharge gap, and light emission in the priming period is suppressed.
