PROBLEM TO BE SOLVED: To provide an image processor which does not cause malfunctions due to the existence of a fixed background, when a camera performs automatic tracking. SOLUTION: An automatic tracking means 35 sets an inhibition area, in advance, around a specified background, on the basis of the image data from an image processing means 33. Then, when an intruder enters these inhibited areas, the automatic tracking means 35 outputs a signal for immediately stopping the tracking an output means 36, and the output means 36 receives it and outputs a control signal for returning the camera and a rotary pedestal to the initial monitoring positions.
