The sliding tool (10) used to form an opening in the pipe (12) is offset relative to the shut-off valve body (4). A safety valve (7) for the flowing fluid is positioned upstream from the valve seat (6) relative to the direction of the flow into the device casing (2). The safety valve shuts-off the flow of fluid from the pipe into the branch connection (5) when the pressure acting on the body (8) of this valve exceeds a threshold value. The safety valve body is opened by the body (4) of the shut-off valve. The tapping device comprises a casing, a saddle (1) which is securable to the pipe, a branch connection, shut-off valve body which can be slid in a linear direction inside the casing and cooperates with a fixed valve seat (6), and a sliding tool.
