The regulating arrangement has a prediction arrangement for predicting the state of the exhaust gas cleaning device at the point of starting the engine and a regulator for regulating starting and stopping of the internal combustion engine based on the state of the exhaust gas cleaning device predicted by the prediction arrangement. AN Independent claim is also included for a method of regulating an internal combustion engine.
