A composition for an insulating ceramic which is prepared by mixing a ceramic powder containing MgAl2O4 and a glass powder containing a silicon oxide in an amount of 30 to 60 mole % in terms of SiO2 and a magnesium oxide in an amount of 20 to 55 mole % in terms of MgO, characterized in that the ceramic powder further comprises Mg2SiO4 or TiO2. The composition for an insulating ceramic is capable of being sintered at a temperature of 1000 DEG C or lower and can be sintered together with Au or Cu, and the sintering of the composition provides an insulating ceramic which has a high Q value and is suitable for a ceramic multi-layer substrate to be used in a high frequency region.
