PROBLEM TO BE SOLVED: To provide a PC concrete board having high dimensional accuracy and incorporating a heat insulating material and capable of preventing the occurrence of dew condensation because the heat insulating member is not compressed and a ventilation layer can be ensured on the whole face to provide a manufacturing method therefor. SOLUTION: This PC concrete board is constituted by laminating an external board PC board 1 arranging a seating device 9 having a height equal to a thickness of an external board and having a seat part on an inner side, the ventilation layer 2, the heat insulating material 3, a hole drilled board 6 for bonding the heat insulating material, and an internal board PC board 4 in this order, a connection device passing through hole 8 and a multifunctional hole 15 are formed in the hole drilled board 6, the external board PC board 1 and the internal boar PC board 4 are fixed by a connection device 5 passing through the connection device passing through hole 8, one end of the hole drilled board 6 is fixed to the multifunctional hole 15 of the hole drilled board, and the other end thereof passes through the heat insulating material 3 to abut a tip of a spacer bolt 7 protruding by a ventilation layer length 71 on the seat part 91 of the seating device 9.
