PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having low fog, high Dmax (maximum density) and improved physical characteristics after processing. SOLUTION: In the heat developable photosensitive material having at least one image forming layer on the base, a lower layer of a protective layer adjacent to the image forming layer on the image forming layer and at least one upper layer of the protective layer on the lower layer, the image forming layer contains a non-photosensitive organic silver salt, photosensitive silver halide, a reducing agent for silver ions and a binder, >=50 mass% of the binder in the image forming layer is a polymer latex having <=50 ppm NH4 <+> ion content based on the solid content and the I/O value of a binder in the lower layer of the protective layer given by dividing inorganic property value by organic property value basing on the organic conceptual diagram of the binder is larger than that of the binder in the image forming layer and smaller than that of a binder in the upper layer of the protective layer.
