PROBLEM TO BE SOLVED: To provide a deflector capable of performing optical scanning two- dimensionally, and an image forming device using the same. SOLUTION: A micro scanner 20 is provided on the turning shaft 14 of a galvano scanner 16 so that the reflection surface of a deflection mirror 22 can be vibrated around a shaft nearly orthogonal to the shaft 14. Reflected light reflected by the mirror 22 is made to scan in a two-dimensional direction by turning around a Y-axis by the scanner 20 and turning around an X-axis by the scanner 16. Thus, the compact deflector 10 performing optical scanning in the two-dimensional direction such as a main scanning direction (direction U) and a subscanning direction (direction V) is realized.
