PROBLEM TO BE SOLVED: To provide a coating liquid forming a titanium oxide thin membrane having high catalytic activity and practical strength when applied on various substrates such as plastics, metals and ceramics. SOLUTION: This coating liquid comprises 0.2 to 15 wt.% of titanium oxide particles (A) having 0.4 to 1.5μm average particle size and >=50 m<2> /g specific surface area, 0.05 to 10 wt.% of titanium oxide particles (B) having <=200 nm average particle size and >=200 m<2> /g specific surface area, and 0.1 to 5 wt.% of a silica compound (in terms of SiO2 ), wherein (B)/((A)+(B))×100=3 to 25 wt.% and (C)/((A)+(B)+(C))×100=5 to 30 wt.%.
