PROBLEM TO BE SOLVED: To install an axial flow hydraulic power plant in a short period of time and at low cost. SOLUTION: An intake pipe 12 for taking in water from an upper dam 11 is disposed over a weir 17 of the upper dam 11 without passing through the weir 17, so that the intake pipe 12 and a discharge pipe 19 constitutes a siphon pipe.
