PROBLEM TO BE SOLVED: To provide a binder suitable for adoption of a design of applying an operating force in one direction. SOLUTION: The binder 10 is equipped with a base 14 having a passage 14A through which a binding leg 13 can be inserted. The base 14 is equipped with a plurality of base forming members 17 which can move relatively along the longitudinal direction, while the members 17 having first and second manipulating parts 22 and 23 which move when the members are moved relatively. The second manipulating parts 23 are separated from each other and press down the binding leg 13 at a binding position when the first manipulating part 22 are made to approach each other, while the second manipulating parts 23 releasing the pressing of the binding leg 13 and simultaneously move in the direction of separating the first manipulating parts 22 from each other when they are made to approach each other.
