PROBLEM TO BE SOLVED: To make a water hammering less likely to occur to a boiler with economizer using a simple means. SOLUTION: A feed water pump 34 to supply feed water to the economizer 32 of the boiler is provided with return piping 46. Through a positional relation between water measuring electrode rods 20 and 22, with which a water level detecting cylinder 24 is provided, and a water level, an electromagnetic valve 44, situated in the return piping 46, is opened and closed, to control water amount supplied to three positions.
