PROBLEM TO BE SOLVED: To provide a radiographic image conversion panel which is excellent in the balance between luminance and granularity, and to provide a method for manufacturing the radiation image conversion panel. SOLUTION: The radiographic image conversion panel which has a stimulable phosphor layer containing stimulable phosphors scattered in a bonding agent on a support is characterized in that the total of the acid value and the hydroxyl value is 8 mgKOH/g or more, or the bonding agent has -SO3 M (where M represents atom of hydrogen or alkali metals, such as Li, K, Na and the like) as a hydrophilic polar group.
