PROBLEM TO BE SOLVED: To provide a hydraulic power plant that allows for flexible response to cost reduction and load fluctuations of the power plant. SOLUTION: A casing accommodates a hydraulic turbine so that a rotational shaft of the hydraulic turbine is in parallel to a rotational shaft of a power generator 8. The power generator 8, and a change gear 10 for adjusting a rotating speed of the hydraulic turbine to that of the generator are disposed outside the casing.
