PROBLEM TO BE SOLVED: To provide a method for using a large amount of waste tires, and a product manufactured by the method. SOLUTION: A river construction can use a large amount of waste tires since it requires a rather large amount of materials. Charcoal 8 with water quality purifying action filled in a bag 5 is fitted to the inside of a tire, and the entire bag is connected to a connection fitting 2 with wire. The inside of the tire provides an excellent habitat for living things.
