PROBLEM TO BE SOLVED: To provide a rotary clipper capable of remarkably reducing the maximum value of a cutting resistance and further decreasing an apparatus manufacturing cost and maintenance management costs. SOLUTION: The rotary clipper comprises a rotary blade 4 held by a clipper beam 1 having a straight rotary shaft 1a and held by a cutter clamper 3, and an anvil roll 6 provided in parallel with the shaft 1a. The clipper beam 1 has the cutter clamper 3 so that the clamper 3 extends the clamper 3 in a relation to twist in a spiral curve-like state to the shaft 1a. The thin blade of a straight replaceable blade-like state in a normal state is used as the rotary blade 4. Further, when the blade 4 is held by the beam 1 and the clamper 3, a cutting edge 4a is forcibly bent and held so as to exhibit the spiral curve-like state to the shaft 1a.
