PROBLEM TO BE SOLVED: To provide a foundation and an anchor structure lowering an eccentric moment by a simple structure for the eccentric foundation. SOLUTION: For the eccentric foundation 20, a strut-like structural material 29 is provided to a position separated from a foundation beam 23 in the horizontal direction between a foundation slab 21 and a building structural body (floor beam 12).
