PROBLEM TO BE SOLVED: To provide a guard fence for a shoulder capable of preventing a secondary discester by realizing the joining of a top beam with a wire by utiliz ing the inside space thereof when a pipe-like material is used for the top beam. SOLUTION: In this guard fence for shoulder, the pipe-like top beam is installed across fence columns. The wire connected by using a carabiner is passed into the top beam, the carabiner is positioned near a connection part where the top beams are connected to each other, and both end parts of the wire are supported, at required points, on the end parts of the top beam.
