An optical device includes a ferroelectric body (20) propagating optical radiation at wavelength (lambda o) in a polycrystalline region and electrodes (16.1-16.4) for applying an electric field to the region to alter the refractive index. The polycrystalline region has an average grain size such that the electro-optic coefficient is higher and the optical loss is low, at wavelength (lambda o).
