PROBLEM TO BE SOLVED: To provide a break water capable of purifying water quality in the closed water area by accelerating the change of seawater in the closed water area with seawater in areas out of the closed water area while maintaining the water breaking capability of the break water even if the closed seawater area is formed in any structure, and a seawater changing method using the break water. SOLUTION: In this seawater changing method, a water passage is formed by cutting in the water break 3 forming the closed water area, and the inner surface of the water passage has roughness formed of asymmetrical surfaces. The seawater in the areas out of the closed water area is positively led into the closed water area through the water passage to accelerate the purification of the seawater in the closed water area. The seawater in the areas 2 out of the closed water area is positively led to the closed water area through the water passage in the water break and the seawater in the closed water area is positively led to the areas 2 out of the closed water area through an access port 4 in which sea bottom blocks 5 are placed to change the seawater in the closed water area with the seawater in the areas out of the closed area.
