PROBLEM TO BE SOLVED: To provide a production method whereby a high-quality emulsion fuel can be produced without fail; and an apparatus therefor. SOLUTION: A mixing tank (1) for mixing a fuel, water, and an additive is connected to an oil storage tank (4) for storing an emulsion fuel by a liquid transport circuit (10). A liquid mixture pump (11), an emulsifying apparatus (12), and a liquid transport circuit open/close valve (13) are installed in this order in series on the liquid transport circuit (10). A circulation circuit (14) for connecting a point between the emulsifying apparatus (12) and the liquid transport circuit open/close valve (13) of the liquid transport circuit (10) to the mixing tank (1) is installed, and a circulation circuit open/close valve (15) is arranged on the circulation circuit (14). When the emulsion fuel is sent from the mixing tank (1) to the oil storage tank (4), the circulation circuit open/close valve (15) is closed and the liquid transport circuit open/close valve is opened to send the emulsion fuel from the mixing tank (1) to the oil storage tank (4) through the emulsifying apparatus (12). |
