PROBLEM TO BE SOLVED: To provide a water collecting boring cutoff packer to be installed to a leaking zone or around a hole for securely guiding underground water to a water collection pipe. SOLUTION: In this water collecting boring cutoff packer, a hole 2 is bored at a specified position in a length direction of the water collection pipe 1, an elbow 4 is provided on a tip part of an injection pipe 3 inserted into the pipe, and a flexible injection hose 5 connected to the elbow is inserted and positioned. A rubber packing 6 having a hole 7 facing the hole is tightly set to the water collecting pipe 1, and the injection hose 5 is inserted to the hole 7 in the rubber packing to be locked. For closing an opening 51 in the injection hose, a cylindrical check valve 8 of rubber is engaged from the outer side of the rubber packing.
