PROBLEM TO BE SOLVED: To obtain a surface modified titanium oxide membrane having high activity, to provide a method for producing it, and to obtain a photoelectric conversion element with high energy conversion efficiency. SOLUTION: This titanium oxide membrane, the surface of which is modified by an alkaline etching agent comprises titanium oxide particles and a binder. Preferably, a sensitizing dye is adsorbed on the surface of the membrane. The method for producing the membrane and the photoelectric conversion element having such titanium oxide membrane on the one electrode thereof are provided.
