<p>PROBLEM TO BE SOLVED: To provide a developing device capable of stably charging toner and capable of yielding an image of high image quality without causing a change of a toner carrying performance on a developer carrier surface in outputting many sheets of images from an initial stage, to provide the developer carrier used for the developing device, and to provide an image forming device and a developing method. SOLUTION: In the developing device provided with a developer container, the developer carrier for holding and carrying the developer, and an electrostatic latent image holding body arranged facing the developer carrier, and for visualizing the electrostatic latent image on the electrostatic latent image holding body by the developer in a developing area, the developer carrier is provided with a substrate and a resin-coated layer formed on the surface of the substrate, the resin-coated layer is provided with conductive particles and solid particles having the number mean particle size of 3 to 25μm dispersed in the binding resin, and the arithmetic mean roughness Ra of the resin-coated layer is 0.8 to 3.5μm and the ratio of the ten-point mean roughness Rz of the resin-coated layer to the arithmetic mean roughness Ra of that is <=9.</p> |
